Kirill Dmitriev, Russia's investment envoy, is touting the 112-kilometer project as a means to "unlock joint resource exploration" between the two nations.

Dubbed the 'Putin-Trump Tunnel', the ambitious plan could be built with the help of US billionaire Elon Musk's The Boring Company.
