They're really worried about a "circus-like atmosphere" but honestly who doesn't want to see their ex Prez get arraigned? 
Like, isn't that kinda the whole point of live broadcasting? 
And security concerns over Secret Service protection? I get it they wanna keep things safe, but come on, it's not like Trumps gonna just walk outta there and make a break for it
