I mean come on, city-run grocery stores? That sounds like a recipe for disaster... or at least a bunch of coupons 
. I get that food security is a big deal, but do we really need the government getting involved in the market? It's like trying to get my auntie to cook dinner by saying "Hey, Auntie, can you just make some decent pasta sauce for once?" Not gonna happen 
. Private stores have specialized knowledge and profit incentives - that's what makes 'em efficient! And let's be real, who doesn't love Costco?
