The 47-year-old fugitive had escaped from house arrest in Mexico earlier this year while awaiting extradition to the United States, where he faces money laundering charges.
According to Mexican security sources, Zhang is considered a major international figure in the world of organized crime, with ties to notorious cartels such as Sinaloa and Jalisco New Generation.
